'19 115 Merc water in fuel

Hi all! I work for a small state park. We're trying to upgrade our older pontoon boat and have acquired a 2019 Aloha barge with a 115 Merc.
We were told by the previous owner that a mechanic told them it needed a fuel pump to the tune of $2K. We backed it into the water and it fired right up and sounded great. Put it in gear and put a load on it the dash pops up "warning water in fuel" . Where is this sensor?
I've looked at a fuel module from this site and it's only $1028, is the pump that difficult to change? I know the cowling has to split, but is it really that hard?
Also it has lower unit issues, reverse pops out under load, any adjustment?

I think I found it, a quick Google search shows it's probably a loose wire that's gotten wet or shorted. There's no water separator for a sensor.
