Regarding the carb, there is no real kit that you can purchase. If the float is damaged, you have to make your own. I would try Sea-Way Marine. They have a pretty good supply of parts for that motor. I bought all the innards for my HD-20 and it's more than 10 years older than yours. Parts will likely need to be purchased individually, so obtaining a parts diagram would be essential.
