1953 Evinrude Super Fastwin 15hp Problem

So I have a problem with my motor. The motor starts and runs perfectly fine, usually 3-4 pulls, the problem is when I throttle up it will not run at full throttle. I have tried adjusting the high and low speed adjustments and I have it set to where it revs the highest. I am running a pressurized tank and I know that is not my problem because it works fine with my 5.5 hp Johnson. I am running it in a bucket in my driveway right now and I have not tried it on the water yet. I also recently rebuilt the carb. The problem happens when it is in or out of gear. I am not sure where to go from here. Any help would be appreciated.

Running on both cylinders? Do a cylinder drop test. Have you done a compression test?

Yes is running on both cylinders. The coils have been replaced and they boat have perfect spark. I think I did a compression test a while ago and it passed with flying colors. I believe the motor has been rebuilt.
