Anybody have access to parts lists and diagrams for this outboard?

I don't have a '54 manual, but try AOMCI to see if one of the other members has an OEM manual. Also might try Ebay -- parts manual perhaps, but chance of a service manual.

what is the issue to resolve

There is a brass rod rod with what looks like a spring wound around it just hanging down and swinging freely. What does it connect to and how do I get at it to connect it.
