Ok so video basically describes everything thats going on , but basically this motor is MINT everything looks very good on it, carb is very clean jets look completely free of dirt etc, new plugs both with excellent spark from each coil.... But when I start it I can only go about 1/8 throttle and then it just stays at that if I manually keep giving it more and more throttle manually to bypass the neutral safety rev as it was in forward, even in forward it does the same thing though....

It seems like its not getting enough gas, because if I reach the point where I'm at revving the throttle and nail it you think it would just die because of to much gas right ? Well no it stays running at the same RPM so I have no idea what would be causing this maybe the filter in the glass bowl on the carburetor ? I'm not sure, watch the video for the full description

Thanks.

You'll need to adjust the high speed jets at some point. The way you were casually spinning it, I'm going to assume that you have it out of whack. You'll need to get it to WOT on the water (not on the muffs) and adjust the high speed jet. You don't have the back pressure of the water while it's on the muffs.
