1955 qd-16 10hp johnson problems

hello this is my first post I've been studying on here for a while but i have problems i cant find the answers for. so here goes

A. i have just rebuilt the carb. with kit and replaced the fuel/air lines my tank is holding good pressure.
B. i replaced the spark plugs and set the correct gap
C. i replaced the lower unit oil
D. i put new points in and set them replaced 1 coil i have very good spark
E. replaced the impeller and reinstalled the lower unit
ok here is where the problem starts the motor ran last year when i put it up and i did all this getting it ready for spring so it should run right and it does but it looked like it wasn't pumping water and it feels like it wants to lock up when i pull the cord on a second note does anyone know where to get the 3 springs in the shroud that engage the dogs for less than the 13$ that the parts store wants? please help

On the springs:
1. You may be able to find a whole used starter for less than the cost of the springs. Or at least a set of used springs.
OR
2. Go to the hardware store and see if you can find something you can modify
OR
3. Pay the price for the "real" ones

On the water (not) pumping: Do you have it deep enough in the water? It needs to be deep enough to have the pump submerged at least a couple of inches.

On the locking up: ??? is the motor locked up or is it the recoil that is locked up? If the recoil, it is assembled wrong. A common error that everybody does the first time.

the motor is not locked the water pump was not tight enough and the key got under the impeller and killed it so it was causing the tightness in the motor i have fixed that and now am putting it in water up to the tiller adjustment bracket i have found a used shroud with springs for 18$ so thats what im going to do with that its pumping water but its not coming out the port on the back of the shaft?? im working on it now and will be in in a min to check this

got it running water was to low i guess by an inch or so
