1956 Wizard WH6 Super 5 Cooling

I have a 1956 Wizard Super 5 motor. It seems to run fine, though I'm not sure water is flowing through it. Water does spray out of the small holes about halfway down the lower unit. I do see a small tube that comes out of the engine, just below the lower cylinder, which does not have any water coming out of it. How do I determine if I'm getting adequate water flow?

Any help would be appreciated.

Perhaps I should have clarified that this Wizard Super 5 was produced by Mercury and is basically the same motor as the Mercury Mark 6 Motor. After acquiring this motor and before starting it, I disassembled the lower unit and inspected the impeller and all looked good. Then when I started it, I noticed some water being blown out through the small holes in the lower unit. Then I noticed the small tube with nothing coming out, which makes me think that I'm not getting water circulation through the engine. If anyone can confirm whether water should be coming out of the tube I would appreciate it.
