I have a 18hp Seahorse that does not have starter, I came across a 1961 Evinrude 18hp I got for free but pistons are rusted to walls. Anyway it has starter and bracket , and all the wires for it. Everyhting else is pretty much interchangeable so assuming I leave the engine cover off cant I just bolt it up and change the flywheels and no more pull starting?

Well you suggested leaving the cover off, so I assume you have already figured out the bracket doesn't have the cover mount. I suppose your scheme would work, but remember the cover is a machinery guard. Get yourself or something else snagged in that spinning flywheel and you are in serious trouble. Therefor, I can't reccommend it.

I would use the newer starter and wiring, because it will work, but you need to hunt down a starter bracket for the 57-58 Johnson 18hp to have the cover mount with it. You can try any of these salvage yards here.
