I had a frozen pivot like that, once. I couldn't get any grease into the fitting at all. So, I unscrewed the fitting, then took a drill bit slightly smaller than the opening and MANUALLY screwed it into the old hardened grease until it hit metal. When I pulled it out, I had a hole that went clear in to the shaft.
At that point, I started squirting Stoddard Solvent (pPaint thinner will work) into that hole with a trigger-type oil can, while trying to turn the outboard from side to side. After just a couple of minutes, it freed up, so I kept pumping the Stoddard Solvent in there until it was running out at the bottom of the shaft. I wiggled that powerhead back and forth and shook the heck out of it.
Finally, I put the grease fitting on my grease gun and pumped some grease through it. If that hadn't worked, I would have bought a new grease fitting. Then I screwed the fitting back into the engine and pumped away. Very quickly, grease started coming out on both ends of the shaft and the outboard turned freely. I kept greasing it once a week or so, watching the nasty black grease slowly change to nice blue marine grease. At that point, I was done, and everything was normal again.
It'll come free. It just take some work and time, and lots of stuff to dissolve the old brick-like grease. Keep at it.
