1960 18hp starting problem..

Here it goes again. I have a 1960 model 15032 18hp evinrude that is hard to start. I have rebuilt the carb, inculding the float, replaced the fuel pump, fuel lines, points, coils, condensers, plugs, wires, t-stat, lower unit seals, and water pump.
I have to put it into gear to bypass the neutral limiter to give it more gas to get it to start. (Which I don't like to do of course) Once started it runs great at WOT and idles down nicely. I have even set the sycronization of the fuel/ignition systems. I am at a loss still.
Anyone have any ideas??

Ok the only thing I don't see here is compression readings! Repost back with readings, that way we will know if were chasing a rabbit or a fox. post back.

Sorry, my compression readings are 117 lbs dead even on both cylinders...

Take a look at the plugs and tell us if they are light brown, Dark black and sooty looking or whiteish? Post back.

Is the choke plate closing completely, did you remove the core plug on top of the carb and clean the passages underneith when you overhauled the carb?

Dark black and sooty. Running rich I know but at a 24:1 ratio what else can I expect. I just changed out my plugs from J4C's to J6J's for a little hotter plug at idle speeds. I also tuned the carb using Joe Reeves guidelines both at WOT and idle..

I tore down the carb completely. So yes I took out the core plug and cleaned and or replaced everything, including the core plug, jets, seats, new float and adjusted it with new needle and seat.
And the choke plate is closing completely

Try cleaning and resetting the points.
I read on another forum about new points being rusty.

I just cleaned and reset my points. Along with reseting my coils. Spark jumps a 1/4" gap with nice and blue spark. I am out of ideas here..

I have ruled out the kill switch as well. It works just like it should when it should. No wires anywhere that are grounding out. This includes wires from the kill switch, coils, points, and plugs. Basically all the wires.

Well I took her out to the lake again. Same problem. But it did start leaking fuel from around the glass fuel filter. Will order up a new filter and gasket. Thinking of ordering up a new carb kit as well. This just feels like a fuel delivery problem to me, with my spark being good. Any thoughts??
