Greetings.

I have a 1960 Gale 60HP V-4 with electric start. It has not been run in 3 years and I am having trouble getting it to start. It cranks fine, and seems to have gas but perhaps spark is not there.

How do I test? Where do I get literature about parts, eg. plugs, coil, wires etc. etc.

After 48 years all the manuals etc. are long gone. Are replacement parts and manuals available?

I appreciate any help you may have.

Get a spark tester from a local auto parts store. Hook up one plug at a time and crank momentarily. You want a fat, blue spark. Test each wire/plug at a time. If you've lost spark anywhere, you need to check the points and clean/regap/reset them. A 60 Gale has the universal OMC magneto, I think, so parts for your motor should be pretty common...same as similar hp OMC's of that era.
