1960 royal Scott 40 hp

I am new to Scott Atwater outboards but came across this 40 hp and all I here are good things about them. Everything on this motor seems to be in good working order right now it seem the starter is bad is there a way to test? Or should I just replace? Any ideas of where to get one or if a modern one can be retrofitted to fit this motor
