1961 5.5 Evinrude sucking air

I am looking for help on this one. I have rebuilt the carb with new float. also put new coils and condensers in. It's got hot spark on both. 90 lbs compression on both. starts fine, but some where it is sucking air. I cannot get the idle to lean out. At wot it runs like a banshee. Bring it down to midrange or lower and it has a sneeze. One thing I have noticed is instead of the side mounted sediment bowl being about half full it is staying full all the time. I have changed tanks to a known good one though I was using a known good as well. Just out of ideas.

Maybe the fuel pump is struggling at lower rpms, or there may be a small air leak in the fuel line? Generally, backing out the lo speed needle about 1/4-1/8 turn from the point at which the motor starts to "sneeze" will fix it :/ This link may help too.

Did you clean the idle circuit under the welsh plug?

turned out it was a bad set of points grounding sometimes. got it fixed thanks
