1962 Elgin 12hp outboard

I have replaced the impeller in my 1962 Elgin Outboard and it is still not working. This is the 1st time I have worked on an outboard so I am not sure what I may have done wrong, so I have 2 questions.
1. Should the Impeller be tight when it drops into the hole? (Sorry for using tecnical words in my question lol)
2. Does anyone have any instructions and or pictures on how to install this impeller?(probably should have started w/ that question 1st)

I am mechanically inclined but very naive (ignorant) when it comes to outboards, so any help you can give will be greatly appreciated.

The Pump housing is offset to the drive shaft so the pump is more compressed on one side of the housing.You should rotate the impeller in its operating direction as you insert it.Be sure the key is in place.If it has a water tube be sure it is properly connected .Be sure the water intake is clear.
I think you should be able to rotate the drive shaft by hand when pump is assembled. Probably have to wrap it with a rag for grip.
Of course there are 2 impellers one for bailer other to cool.

Thanks for the help, I don't remember seeing a key so maybe that is my problem. I plan on trying again this evening so Hopefully I can get it fixed.

1962 12hp doesn't have a bailer does it? My '59 doesn't.

My only info is 2 aftermarket service manuals covering 55-72 covers 12 and 14hp 60-67,states all motors have a cooling impeller with an identical impeller above for the bailer.
Of course this doesn't cover the 59 motor.This seems odd as one manual goes back to 55 on other models.Just found Peter Hunns book only lists a 10hp in 59.??He also indicates the bailer may have been dropped on some models though may have remained on some into the 60s on the McCulloch motors.Hmmm::You learn something new everyday.

My 62 does have both the bailer and the cooling impeller. From what I have learned online it looks like Elgin used 2 different companies to manufacture their outboards. 1959 was when they switched from West Bend to McCulloch, but Sears contined to sell the West Bend Elgin's up to 1961, so this may be why one has 2 impellers and one does not. I don't know for certain as this is info I have found while searching different websites. I would like to thank you all for your help. Looks like I found the problem just waiting on the part to get it fixed.

Yeah, that's it. My '59 is a West Bend. WB never did have bailers.
