1962 Johnson 10 HP Hard To Start

I have a 1962 Johnson Model # Qd-23A. It is extremely hard to start and when pulling it gas flows back out from the carb. I haven't used the motor in prolly a month I have a feeling that is one of the reasons it wont start. It was also in the tilted position so I think that the float could possibly be hung up. any suggestions???<br /><br /> Thanks, Peter
