1963 evinrude 18hp fuel level in glass filter bowl at tick over?

I have noticed when running at low revs in a barrel of water the fuel level in the filter bowl is very low do I have fuel pump problem ? will I have problems on the water under way?
The filter is piped between the pump and carb carb. is this correct ? as I have no filter on inlet side of pump.

It sounds fine. Take it out for a spin.
