1963 running with cowl off?

I was trying to start my 63 in the tank this weekend to set the carb and she would not start with the cowl off. Put the cowl on and she fired right up. is this normal?

U might b bumping a wire just right when putting it back on. Im not aware of any safety devices that would require the hood to be on. What model and hp is it?

No, that's not normal at all. Sounds like a coincedence.

It a 18 hp. I thought it wasn't right eather. There is no safety feature for the cowl. I thought mabey the motor needed the hood on to restrict air flowers but the service manual talks about setting the needles then putting the knobs back on.
