1964 40 hp big twin

I have a 64 40 hp big twin I tuned the ignition system and now have great spark, the compression is 102 psi on both cyclinders and I have rebuilt the carb. It will now start and run ( in a water barrel as I have much more work to do on the boat itself) but I am having trouble getting it to idle at low speed. It is as if th low idle adjstment doesnt change anything. Any suggestions?

If the low speed adjustment doesn't do anything it's time to rebuild the carb. It means the tiny holes are probably clogged/gummed up inside. And if you have a generator on that engine it's no fun taking the carb off.
