I have a 1964 lightwin (model 3402c) and finally tried it on the water. It ran well except for two things.

a. It wouldn't really run below the start position, maybe for 30 sec. but then it would die.

b. It was hard to restart wether it died on its own or not. Sometimes it took 10+ pulls.

I think I will replace the plugs, spray some carb cleaner into the carb, and replace the grease in the lower end. I might also do a tune up from Outboard Motor Repair. Does anybody have any more suggestions?

Is that the lightwin in the photo? It look's like the rope start might be clear off to the side.

No point in spraying carb cleaner down the throat. Won't do anything but wash out the oil in the engine. If adjusting the low speed needle doesn't seem to do much, then you're most likely looking at a carb rebuild. Test compression first though - if it's much lower than say 65psi or so it'll be hard to start & won't run much at lower throttle settings. But it sounds more like the carb is clogged up or is adjusted too lean.
