1965 18 HP Johnson not getting full throttle

My 1965 18 HP Johnson is not getting full throttle, it appears that the square tube is spinning inside the throttle lever. See in pictures

There is a plastic pin in there that may be broken.---At one time they were made of brass.

I seen a little plastic (blue in color) on the shaft of the piece that runs up to the top of the motor. Sounds like a good possibility.

Thanks!! Do I have to pull flywheel off to replace? Just at a glance looks like i will have to take quite a bit apart to get to it. It broke flush so i fogured I would have to take it all aprt to remove broken piece.

Thanks for the help. Really appreciate the insight.

Yes, I can see your key is sheared off in there.

Very easy fix.

??--Did not look at any pictures.---You remove the clip up top.---Remove 2 small screws and the tower shaft is out.

Took it apart and indeed that plastic piece was broke off. Going to order one up. Thanks for the help!!
