1965 18 hp tiller handel gears not lining up

The gears for the gas throttle do not line up the big notches are off.how do i fix this.... This is my first boat motor i have worked on but thanks to all you out there i am learning so much about this motor..... thanks again to all

If you could, post a pic of the gears.

You will have to remove the tiller to align the gears. Question is, why aren't they broken from being crammed in mis-aligned? Maybe there are some spacer problems.

Or they're worn out and won't align.
