Do a compression test first, and report what you find here.
I'm thinking that all you may need to do is rebuild the carb and tune it up a bit, but we need to check the general health first. You can also check now and make sure you can draw a 1/4" or longer arc off each spark plug lead.
Do not use starting spray on a 2-stroke engine unless it says on the can that it is for a 2-stroke. That stuff contains no oil, and washes off what lube there is already in the engine. This is particularly bad for the 3hp which needs all the lube it can get.
Alternatively, fill up a spray bottle with premixed petrol/oil. Use that rather then the aerosol stuff.

In my opinion, ANY motor that has been seized should come apart and be thoroughly inspected & cleaned. The nice thing about the little 3hp motors is that they're about as simple a motor as you can find, without much in the way of springies and doohickies waiting to jump out and lose themselves in the dark reaches of the garage floor. Chances are you've got low compression and stuck rings. Many times a good cleaning of the bores with a brake cylinder hone, removal of the rings and cleaning of the ring grooves before reassembly will result in a good running little motor...
Start with a compression test and go from there. Have you checked for spark? How are the coils? If it won't start with the recoil, SOMETHING IS WRONG, so don't try for a quick-fix method. Find the problem and move on from there...
- Scott
