1965 Ducktwin question

Where is this oil coming from? Is it from the lower unit and do I just need to replace the o rings in the entire "leg" to fix?

That does not look like gear oil. That looks like the normal unburned gas/oil junk that normally comes out of the exhaust. You may have a leaking powerhead to base gasket.
