I rebuilt carb, new coils, points, condensors, plug wires, spark plugs, impellor, and head gasket. Motor fires up on second or third pull everytime. Problem is that it won't maintain a steady speed. It will go from low rpm to high rpm, doesn't matter the throttle position, it constantly fluctuates. I have run out of ideas. I bought a spark tester and checked for consistent spark, bought a second carb kit and went through it again, and I still have the same problem. Before I take it to the local outboard guy and leave for he says minimum of 2 months and spend $85.00/hour, have I missed something?

Hi mark. The revving up and down you describe is usually due to an air leak in the fuel system. I had a small leak in my fuel pump that caused the same problem, but once I fixed the leak it went away. Get the motor running and spray a little soapy water around all of the connections to see if you see any air bubbles forming.

sounds like a fuel delivery issue more than ignition problems. is your float set correctly? did you remove and clean the filter in the fuel tank? ( i am assuming it has the fuel tank on top....not external) i had a similiar problem to yours, with a 1962 lightwin 3hp, once i cleaned that internal filter.....and it was gummed up really bad! the problem went away.
