1965 Merc 35hp won't go into neutral

I just bought a 1965 mercury 350 35hp motor and I cant seem to get the motor to go into neutral. I took off the lower unit and still cant seem to get it to go into neutral. I'm at a loss. does anyone have any suggestion or help they can lend.

Welcome aboard.

If the lower is up to snuff mechanically, you should be able to find F-N-R. Take a look at the stickies on top of the Merc/Mariner forum.
