1966 100hp Evinrude, no fuel thru main jet of #4 carb

1966 100hp Evinrude bottom carb problem. Have had apart numerous times and can't find any obstructions. New gaskets, reed block etc. Good compression all cylinders. #4 fuel bowl full. Have covered bottom carb inlet with hand during full throttle, no fuel pulled into venturi. Other 3 cylinders fine. It is something simple that I am overlooking.

N.<br /><br />When the air flows through the venturi, it creates a low pressure area in the venturi. The fuel is actually pushed "by atmospheric presure or the pressure outside the carb" throught the jet into the venturi. The carb should have a vent hole that allows air to flow into the fuel bowl area, this is what creates the pressure. It is a long shot, but you might check to see it the vent hole is plugged.
