It may sound crazy but that sounds like it's starving for air once the cover goes on. Are there any air vents in the cover that could be blocked?
Ross

Bean,
Is this a new motor for you?? Did it run OK with the cover on before you rebuilt the carb? You could have a leaking exhaust gasket that allows exhaust into the cowling compartment. I had a motor with the same symptoms that turned out to be the cover latch, it was close to the bottom spark plug wire. The high voltage would short thru the wire to the latch and kill the bottom cylinder. Re-checking your mixture settings couldn't hurt either.

Bean, it does sound like an exhaust leak or a your getting a short somewhere when putting the cover on. If it was not doing this before you serviced it, I would look for a short first.

These motors are great little fishing motors. But they have a reputation for having exhaust leak problems. I guess that this is most likely your problem. Here are some things that could be causing your problem:

- Power Head to exhaust housing gasket leak.
- Exhaust relief hose leak.
- Exhaust housing boot leak.
- Exhaust cover leaking (loose screws, gasket leak etc.)
- Cracked Exhaust Housing.

I had an exhaust leak problem on one of these motors just about drive me insane. It turned out the &%$#!! I bought it from had cracked the housing apparently while trying to insert a water tube the wrong way. I hope this helps.
