1967 Evinrude 60HP - 60753A

Hey everyone,
A couple buddies and I recently acquired a 15.5 foot Glastron boat with a 60 HP Evinrude, both are 1967s. Beautiful boat, two tone red and white, love it so much.
Was told by the previous owner, It was a 4 stroke (wrong), that it had new spark plugs (wrong kind and old), battery was new (wrong, 9 years old). He was an idiot to say the least.

Now, as we've started to make our way through the maintenance, we're having some problems. First thing was leaking from the spark plug sockets, problem solved with new spark plugs. Changed the gear oil, all new gas and two-stroke oil, new fuel lines, etc.

Now, a new problem has been discovered. When the engine is running, it leaks, or sprays almost, an oil/gas mixture from the very bottom of the engine when it runs. It isn't think like gear oil, but resembles the gas/oil being put in the tank.

I guess my question is, there was some pretty big leakage from the spark plug sockets, could oil/gas have leaked out of those holes, down the case, and now just leaks out when it runs?

Just trying to get some information to know where I should start.

Alright checked compression, all 4 are just a hair under 100. I assume that's decent right? What would be next on the list?

I called a local Evinrude dealer and they said it is probably the crankshaft seal and that I shouldn't worry about it. Are they right? That seems a little different but I"m new to boats and outboard motors.

It is kinda on and off. Originally, it started well, but ran poorly, underpowered, bogging, etc.
Now, it struggles to start, but when it does, it runs great at the upper throttle range.
