1967 Evinrude 6hp Fisherman Problems

I have a 1967 Evinrude 6hp Fisherman (serial #6702D E03083)that will not run a full. speed. The motor fires up every time with one pull and and idols perfectly.
Once shifted into forward, the motor will only rev at approximately half speed at best. The motor does sound like it is trying to reach top speed and sort of sputters. The following is a list of what I have already done to try and rectify the problem;

Removed the carburetor and completely cleaned it out, along with cleaning the high speed jet and any other jets that I could find. (3 different times)
Removed fuel pump and cleaned the screen and checked the pump for debris.
Replaced all of the fuel Lines.
Replaced a cracked vacuum line.
Replaced spark plugs.

Then took it out for a test spin and no change at all! I do not know if this matters but I decided to check the lower unit oil and it still had the consistency of oil but it was a milky color (water in oil) so I know that I will have to replace the seal. I did not notice any metal shavings in the old oil. I then replaced the oil , and here we sit.

If anyone has any comments and/ or suggestions, I would greatly appreciate it!!!!

Hi mciulla. Assuming all your fixes were correct, I'd say you have an ignition issue. Probably a bad coil. If they've never been replaced then they're almost certainly bad. You may also have bad/old/corroded spark plug wires. Try trimming about 1/2" of either end then reinstalling them. However, if you're going to go to the trouble of removing the flywheel you may as well clean/replace the points and condensers along with the spark plug wires themselves. You can get a tune up kit with points and condensers right here at iboats for about $20 and NAPA sells 7mm copper core (graphite automotive wires will not work) s'plug wire by the foot. Be sure you twist the new/trimmed wires on to the posts of the coil rather than just poking them on there. Here are some hand links that can walk you through an all around tune up.

Agreed, it almost certainly is running on one cylinder. Have you checked the compression? Have you checked the spark? One of those will lead you to the culprit.
