1967 evinrude 9.5

So I got my 67 evinrude 9.5 back up and running but I can’t seem to get it to idle anywhere lower then the “start” position on the throttle. My other 72 9.5 will idle all the way down to “slow” just fine. When I was checking the stator plate and the throttle level on my 67 I noticed that the throttle linkage goes far past the two indents that I circled below. The motor dies once the throttle hits that first indent in red. Now the things that puzzles me is that on my ‘72 9.5 when the throttle position is in “slow” the throttle sits just above that red circled indent and idles down to a troll like it should. So the question is why is my ‘67 throttle going way past those indents on the stator plate in the “start position”

did you adjust like this,... have you rotated the side ... idle knob to limit travel

The spot in the red circle is NOT for timing adjustment.-----What other trouble shooting has been done ??

Only troubleshooting done was setting the the cam follower to engage at the correct point on the stator plate but still no difference
