1967 omc 120 i/o won't idle when warmed up

our 1967 omc 120 i/o runs ok at higher speeds but won't idle when docking.
when i take it back to neutral, the engine dies.
It idles fine when first started but after a run it won't idle.
would moving the "Start" lever help it idle when warmed up?

What is the idle set at. Needs to be done warm in the water.

Could be set to low if it was set on the muffs.
When the choke sets it will hold the idle higher could why it works ok cold.
