1968? Evinrude Model 9822E

I got a free Evinrude 9.5 hp motor from my father in law. Its in decent shape and I know he had it running the last time it was used. The model is a 9822E, from what I can tell thats a 1968 9.5hp. I'm not sure what the E is in the model because what I found only had the 9822 as the model number. Does anyone know what the "E" stands for?

Also, I've never started it but I know that he said is that the motor starts and idles fine but never feels like it has the full power. He said that at WOT the motor goes about half what his 9.9 does.

I'm wondering where to start. This is what I'm planning on doing so far:

1. Test compression. No sense of doing anything if I know something is really badly damaged.

2. Check for spark. Replace the spark plugs.

3. Remove lower unit and inspect for water and replace impeller.

4. Clean and service the carb. Does anyone know if there is just a kit of gaskets and stuff I can buy for this particular carb?

Aside from all of that any ideas of what else to do, maybe some direction on the low power? Before I get too far I need to get a fuel tank so I can actually figure out what is working or not working.

I've read the wake a sleeping motor thread and trying to learn what I can, but I've never owned an evinrude and the whole troubleshooting an old motor is sort of new to me.

Dont worry about the "E". If it matters for any parts (unlikely) the parts list will specify

1. The 9.5 usually tests between 70 and 90 PSI depending on the strength of the owner and the condition of the piston rings. The starter is geared to make it relatively easy to pull, so you can't get them movinng fast enough to read much higher. The main thing to look for is that the readings between cylinders is fairly even, say within 15% of each other.

2. If the motor is worn, you may want to use a J6C rather than the recommended J4C.

3. If you find that the impeller housing is pitted, which they often are, you might want to consider a complete pump replacement #0382296.

4. The part number for the carburetor kit is 0382048, which includes the float.

It is very likely that the motor is running on only one cylinder; a spark test should indicate if there is a problem. The ignition system should be able to jump a 1/4" gap with a sharp snappy blue spark. You can get an adjustable spark tester at your auto parts store.

Thanks for the reply both of you. I'm a little confused about something. When I read about testing compression and spark it says to ground the spark plug wires. Does that literally mean to stick a wire inside the little boot the spark plug normally goes in and then attach it to the engine block? Or am I missing something?

Yes, ground the plug wire to the block.
