1968 Johnson blown head gasket and starter Problems

I have a TRL-10R 55 HP johnson that is overheating and I need to change the head gasket does anyone know can i leave the water jacket on and remove the head?

My starter blew off the sping and the clip does anyone know a quick fix for this, is there a spacer at the top??
