1968 or 69 55 Selectric starting issue.

I have a question about starting the motor, it turns over but doesn't really fire. The prop is spinning when I crank the motor over so based on the little reading I have done I suspect the solenoid is not working properly and the motor is engaged in gear. My question is that enough of a drag that it would prevent the motor from starting?

The motor should kick into nuetral after the starter turns it about one revolution of the flywheel.

I do not have the prop submerged I will have to check for spark as well.
