1969 4hp Evinrude Lightwin

I just got it running, but once I put the prop back on and put it on the boat, I cannot keep the throttle at full speed. It vibrates back to the start position. What do I need to do to get a little more tension on this so it will stay where I put it? Thanks for all the help in advance.

Hopefully just tighten the throttle friction screw #9 in diag below

maybe friction bushes #32 worn or just covered in oil
