1969 55 Horse Johnson shifting problem

Hi all I have a 1969 Hydro Electric Drive Loop Charged 55 Horse Mod #55ESL69A and I'm stuck in forward drive. I have changed lower end oil with type C oil and cant get it out of forward what would be my next step.

check all connections at controls, also if they check fine try putting twelve volts directly to the shift wires in the powerhead and see if it shifts , if so then you know your control is most likely the culprit

Okay I got my handy volt meter and did some checking with a fully charged battery.

#1 Key on in Forward gear
hooked up harness 0 volts green wire
unhooked harness 0 volts green wire
hooked up harness 0 volts blue wire
unhooked harness 0 volts blue wire

#2 key on in Nuetral
hooked up harness 10.1 volts green wire
unhooked harness 12.2 volts green wire
hooked up harness 0 volts blue wire
unhooked harness 0 volts blue wire

#3 key on in Reverse
hooked up harness 9.5 volts green wire
unhooked harness 12.2 volts green wire
hooked up harness 9.5 volts blue wire
unhooked harness 12.2 volts blue wire

These were all checked at wiring harness on the motor, Should I get a voltage drop with the harness hooked up.
