1969 Evenrude Spark Problem

Hello out there. I have a 1969 Evenrude 55 HP Outboard engine Model #55973A and I had the problem that there was no spark. We figured it to be the CDI Unit Now I have acquired a Used CDI but the guy did not know if it is working (Witch I am still trying to determine) I hooked it up and I borrowed a IN-Line spark tester from a friend and On all 3 cylinders it the Light on the In-Line spark tester comes on but vary dim and cense I have Hooked up the new CDI there has been a kind of crackling and sounds of sparking coming from Under the fly-wheel(we had taken off the fly-wheel and Inspected the Points and were checking for bad wiring witch was all over the engine and I beleve now finaly is fixed). As I turn the fly-Wheel I can hear it and as the noise starts the Light on the tester comes on but dim and the most power I am registering from the Black wire with the white strip is around 6V and I believe from what I have read in my manual I am suppose to be getting 12V from that wire (That wire leads from the CDI to the Points). All I think I have now is a loss of power from some where. Any Ideas out there ???? thanks. :confused:
