1969 Johnson 115 - floods too easy. Needs help.

My motor floods way too easy. I have found that any time I want to start the motor cold and have not previously ran the carbs dry, the motor will flood. If I start with no gas in the carbs, it will start. Takes a while to get gas to the cylinders. No choke needed even in below freezing weather.<br /><br />Questions -<br /><br />Slow speed idle needles. If these are not set correctly, will this cause flooding problems. I had 2 that seemed to be open 1 turn too much. What do these 4 needles control?<br /><br />How do I check for weak spark, I had a new power pack and coil installed. Is there a way to increase spark, and burn quicker. A hotter plug?<br /><br />What about timing? The motor runs great once it is running. <br /><br />The carberators and needle and seat looks new. Floats are level.<br /><br />Any help would be greatly appreciated.

I am going to replace the needle and seat, one new slow speed needle and re set the needle valves. I also am going to step up to a hotter plug. From L77c to L78c which is supposed to be 2 steps hotter. <br /><br />Any other suggestions would be appreciated.
