1969 johnson 15 hp

well i just picked this up a few days ago and it looks and runs like new... except for a little bit of corrosion on the lower unit. does anyone know how to make this look a little cleaner?

Wire brush it, sand it, repaint it?

i already tried to sand it but its more like rust than scratches. paint could work but marine paint i really expensive for a kid.
at least it starts up every time!
