1970 115 waterflow out of weep holes

I purchased a old 115 with a jet pump on it earlier this spring and I have only had the chance to use it couple of times. My question is how much water should flow out of the two round weep holes just below the cowling under full throttle running and does the operation of the thermostat have any bearing on it. There currently is only a trickle of water coming out . I am running in river water with a temp of 60 to 65 degrees. The cylinders only feel about luke warm while running up the river. I am not very familiar with Evinrudes so any advise from you old pros would be appreciated.
Thanks
Dave P.

Those holes just kind of spit a little. The majority of the water comes out the prop, or in your case the jet.

Your powerhead should get hot enough that you don't want to touch it anymore after a three count. It's possible your thermostat is stuck open if it's not reaching operating temperature.
