1970 60 hp evinrude low voltage

Hey party people, I'm looking for some help with a 1970 60 hp evinrude which is only getting 10.6v when the key is turned to on but I don't know the cranking voltage, it has a brand new battery which meters at about 13.6v and I guess I'm a little stuck
P.s. the battery is a 1000 mca brand new starting battery

Check the wire connections make sure they are shiny and tight. If they are check the resistance in the wire possibly corrosion in the wire

The connection are good and shiny, the motor was kept either under wraps or under a tarp, it had spark a few years back and just got to working on it recently
