1970 60hp Johnson Outboard Running issue

Motor will not run wide open throttle without removing hood. Idles fine, starts fine, runs fine up to low rpm. Any ideas on what I should be looking at here?

sounds like the exhaust gasket at the base of the engine is bad.

That or a bird/mud dauber nest in the intake vents.
