1970 6hp seahorse, free spinning throttle handle?

I have a 1970 6 hp seahorse, the throttle handle spins freely and the long linkage comming from the handle spins, but where the linkage goes up, theres no mechanical movement at all. shouldnt i see some movement when i turn the handle under the cover also? i just recently got the motor from a buddy. there was a short pin, along with a bobby pin looking pin taped to the handle. i cant seem to find where it goes, maybe thats the reason the handle freespins? any advice would be greatly apprectiated. thanks

I suspect the pin and "bobby" pin are a spare drive (shear) pin and cotter pin for the propeller. Many people taped extras to the handle.

There should be a plastic pin through the lower end of that vertical shaft. The plastic pin has flat ends that fit into the slots in the gear that the lower end goes into. That and everything else should be obvious as to how it works.

Take a look at the parts lists HERE to identify the parts you need. The Tiller etc is shown in the "Lower unit group"
