1970 Evinrude 40hp Big Twin 40052 Carb Kit Item

Can anyone tell me what the "bag" looking item is that came in my carb kit. This is a picture that someone else posted on a different kit but it is the same "bag" item. I didn't use it and I don't know what it is.

That's a fuel filter used in some of the 35HP and 40HP fuel systems.
