1970?? Evinrude slow cranking problems

Hi there,<br /> Can someone please give me some ideas on a solution to this problem? The battery is fully charged. When the ignition is turned on, the engine either turns maybe 1/4 revolution and stalls, or doesn't turn at all. I can manually turn it so I don't think there is anything mechanically binding. I also tried running a jumper wire (8 Awg) from the positive side of the battery to the terminal going directly to the starter. Could the starter be bad?? Is there any way I can verify this? The motor was just purchased used and apparently has been sitting for awhile. Any help would be appreciated!!

Hi, Woody.<br /><br />Welcome to the board.<br /><br />Your #8 wire is way too small to test your starter. It should be at least the size of the stock starter current wiring.<br /><br />It is more useful to use a voltmeter. Even a $10 Radio Shack meter will do for this.<br /><br />Measure the voltage from + to - on the battery, then measure it with the starter switch engaged.<br />12.6V quiet, over 9v with starter on. If the voltage drops below 9, you have a bad cell and a bad battery.<br /><br />If the battery passes, measure the voltage from the starter hot terminal to the block. With the switch on it should be within a volt of the battery voltage. If it is, you need to overhaul or replace the starter. If not, you have a bad solenoid or more likely a bad connection in the high current circuit.<br /><br />If the starter is good measure the voltage from one side to the other of each connection in the high current (BIG wire)circuit. Each should measure less than .5v with the starter engaged.<br />One fails? (the most common bad one is the connection of the battery ground lead to the block)take it apart and clean it.<br /><br />Let us know what you find. :)
