1970 evinrune 40 hp adjustment carb question

on this motor i find only one adjustment,,it is the needle valve,,is it suppose to be two turns out ??? the other place to adjust it has what looks like a orface,, & what is the fuel mixture suposse to be 1970 evinrude 40 h.p. tad

Mixture: 50:1 (one pint TCW-3 rated oil to six gallons 87 octane)<br /><br />Adjustment: Start at 1 1/2 turns out. Tune from there.
