1970 johnson 115 no fire

i have never owned a motor this old before and all of this technology is foreign to me, i cant get any fire, the power head has 110 pounds on all 4 so i figured i might as well give it a shot and try to use it, i only have .74 volts going to the pulse pack, what do i need to do to get 12 volts going to it? and i was told that if the spring under the flywheel is no good it wont fire either, how do i know if the spring is any good or in the right position? this old motor is very frustrating!!!!!!! if it was 1975 or newer i wouldnt have a problem figuring out these problems but this old obsolete technology has me baffled........ i look under the flywheel and see this spring and think to myself...... why is that spring in there???? hahaha, and look at the pulse pack and all that other stuff and wonder why they would make something that has so many different ways to screw up and stop it from working? haha the good ol days i guess! anyhow any help with this problem would be appreciated, ive already found a couple bad wires under the flywheel and repaired them, it has a new coil on it and was told by the previous owner that it had lost fire on him, he said he replaced the coil and the pulse pack and still no fire, one thing i did notice was that the plug for the pack has five wires coming out of it and the other end of the plug ( attached to the motor ) only has four, ( maybe its the wrong pulse pack for this motor?) its a wabash 12 volt negative ground pulse pack assembly, i cant find any numbers on it other than patent numbers, the motor is a 1970 115 evinrude v4 electric shift

May I suggest you get a manual they are on e-bay along with parts? I have been using mine and it has helped a little but still in the dark mine is so intermittent and sporadic hard to tell what’s what. Just don’t jump in and buy parts I bought a coil I did not need (after more checking and reading) and then I smoked my sensor by not following the manual and these parts are not cheap so be very methodical read and follow steps. I have been reading a lot of forums here and watching YouTube. Buy a spark tester you can get them at any parts store, I got mine from harbor freight, also get a good volt meter with a DVA adapter this is to check peak voltage. As of yet I have been putting that off and the more I read and understand this system I need to get one. Good luck and if you have any info for me please pass it along. Next is a side note.

I take it you have gotten no response on this either I have the same situation. I did get some responses however not much help and I probably said the wrong thing. Someone replied saying I was getting a wealth of miss information and he did not want to offend anyone so he was not going to say anymore and I basically said please offend away even if it is me, and that I must be on the wrong site if people are hurt/offended because they give you the wrong information And someone calls you on it. I will be the first to admit I do not know this stuff. There are folks on here that do have a wealth of knowledge and have helped others with their problems.

A manual is a great help in working on your system. There is a dist cap and rotor, plugs wires, sensors and a few other things under the flywheel that could cause your problem. Those systems were not easy to trouble shoot when they were new, and after this many years it only gets worse. You might try going to the CDI website and look up your engine and see if they have a trouble shooting chart that might help you out.

im thinking about buying an 85 hp parts motor that runs to get this one going

Ya I’m toying with that idea as well, but the ones I have looked at have different parts. Make sure you check model numbers then go online to be sure parts will interchange. I just read your post again and notice your question about pulse pack mine has five wires as well and reading CDI troubleshooting the fifth wire goes to anti reverse and mine does not use it so yours might not either. if I knew how to attach a PDF I would attach it. I found it online and saved it don't remember what site just google it

One thing to check, on my '69 115hp there are two wires that go from the pulse pack up along the timing arm, and then under the flywheel to a sensor. On the timing arm is and anchor for these wires, over the years the insulation broke up and the wires were being shorted to the block killing my spark. I replaced those two wires and instant spark.

yes, those wires were cracked on mine as well, i have already fixed them but still no spark, this fella only wants $100 for the 85hp so ill just buy it anyways and if nothing else ill put my lower on it and maybe try converting it to a 115
