1970 johnson idle problem (roller)?

I have a 1970 johnson electric start.the motor runs like new when you hit the gas.it will not idle out of gear.i can adjust it all day no difference. I have noticed the roller cam follower is plastic.if I’m not mistaken it’s suppose to be rubber and thicker? If I hold the throttle just a little at the follower it will idle. The carb is not a issue. My question is their suppose to be a rubber piece that goes over the plastic follower? I believe their was one and one side was flat from wear. But now it’s gone I believe.i don’t remember.

Update I adjusted the throttle on the carbs.the roller was not touching the plate.runs better.got to do some more adjustments tomm.
