1971 1150 boggs with last bit of throttle

Any ideas...gets out of the hole fine, runs up and gets on plane and cruises fine. Starts easy, runs strong all day and plenty of power as with each bump in the throttle there is noticeabe increase in thrust. But...with about the last 1/2" to 3/4" of throttle movement (at the controls) it actually boggs just a bit. Only been cruising @ about 3000 rpms but discovered this when trying to find wot rpms.

it could be as simple as being overpropped. However, for kicks, remove the wrap cowl, and push the throttle forward (motor off), until the distributor stops moving. Now advance it fully and observe whether the carbs open further and nearly all the way. If the carbs stop opening, before the throttle stops moving, the throttle stop screw is out of adjustment, and you might damage some carb components.

I'll double check, but I did do a lync & sync first thing this summer so I'm pretty confident that the carbs are sync'd up. Could it possibly be a fuel issue? This is a "new to me" motor so I haven't dug into the carbs or fuel pump.

Normally, if the fuel pump is weak, the motor will rev up to WOT, but then fall off in RPM, as fuel is depleted from carbs.
it is cheap enough to rebuild fuel pump, or operate primer manually at WOT to see if it gets better.
