1971 18 HP fastwin Water pump

I finally rebuilt everything on this fine engine, got it started, no water. (Removed thermostat already) There is a little up and down play on drive shaft, but impellor housing should keep it stable? The key that comes with water pump did seem small, maybe not engaging water pump? I tried fins going both ways clockwise and counter, any thoughts?

Almost impossible for those pumps NOT to work.-----Water must be 8" above the impeller in your test bucket.

blow some air into the exhaust hole until you see bubbles coming out by gearcase.

Or maybe the screen in lower is stopped up or painted over, always replace upper and lower pipe seals .
